Ilker graduated from Ankara University Faculty of Law in 2002 and earned his LL.M. with honors in Energy and International Commercial Transactions from Penn State University Dickinson School of Law in 2013. He has also pursued doctoral studies in private law at Hacettepe University Faculty of Law and currently serves as a part-time lecturer at Kadir Has University, where he teaches the graduate-level course “Energy Law and Policy.” He has delivered lectures in various energy law certificate programs at institutions such as Bahçeşehir University, Yıldız Technical University, Hacı Bayram Veli University, and Karatay University. A member of the editorial board of the journal “Uzman Gözüyle Enerji” published by the Energy Experts Association, Ilker has authored numerous articles on energy markets. He also serves as editor of the semi-academic journal “Energy Law”. In addition, he acts as a court-appointed expert in the fields of energy law and public procurement law. Ilker previously worked for many years at the Energy Market Regulatory Authority (EMRA) as an energy expert. Currently, he provides consultancy and legal expertise in areas including energy and mining law, regulatory compliance, e-commerce, product safety, and anti-money laundering. Since 2024, he has been serving as the Chair of the Energy Law Commission of the Ankara Bar Association. He is also actively involved in several energy-related NGOs, including the Energy Experts Association, the Energy Law Research Institute, TEHAD (Turkish Electric and Hybrid Vehicles Association), and the Consumers Union Federation.
